CTR Help (Duty at a Frequency) [RESOLVED]

I am slowly getting more of a grasp on counters, but still not great. Is there some centralized resource I can use? The counter object has a little, but doesn't cover even the half of it.
Anyway, to my question:
I want to output a frequency at a specified duty. I have written the PASM code to do it, but I am hoping for some help with the counters to produce higher frequencies. The frequency needs to be at a resolution of 1Hz (I only need whole numbers, but I can work with whatever). Is this even possible with the CTR without additional PASM help?
