    Is your .PCB file for ExpressPCB? If so, this is one of the problems you face. They've got you locked in to their proprietary file format so that only they can provide your boards. I've never used them (and never will), so I don't know if they will convert your file to Gerbers for a fee or not.

    yes you need a program like eagle that will output gerber to use any of the other pcb fab houses.

    ExpressPCB will supply you gerber at a fee. Last time I had to do that, it was $75 on a 4 layer board. Not sure if the fee changes depending on number of layers, etc. This is one reason why I personally dis-like ExpressPCB. Once you start with them, you are stuck with them. I recommend that you look into Eagle or DipTrace.
