Hitachi 3-axis accelerometer Shiftout question.

I was reading about the Hitachi 3-axis accelerometer on the Parallax web site. There is an example program to use with the BS2. There is part of the code that I do not understand, the Shiftout command "Shiftout Dio, clk, MSBFIRST, [noparse][[/noparse]%11\2, VRef\3]". This is also done for axis also. Would some one help me with what the shiftout command is for? I have attached the Hitachi documentation.
