Color Detection - How far away?

If I wanted the robot to detect certain colors like Red,Blue,Green, how far away would it be able to detect. Does it have to scan it and be almost touching it, or can it recognizer say a sheet of red construction paper laying on the floor in front of it, or someone sitting in front of it with a red shirt on. Same for blue and green, etc. Would I have to build a linear actuator to reach out and almost touch the item to do this?
