74HC595 driving enable pin high

Hi,

To prevent all output latches on a 74HC595 going high at startup, I want to have a pull-up on the enable pin.
Which is the enable pin? Is it the one labeled G in the datasheet? (pin 13)

Pin 13 is nOE - output enable (active low) - in the NXP data sheet I have.
