It would need 640x480x16/8= 307,200 bytes. It would require external ram and additional circuitry. Doable, but not simple.

No. The propeller does not support 16 bit output, and even if it was hacked using two cogs, there would not be enough pins left to read the memory. Even if there was, you would need far too much memory bandwidth - the prop simply could not read the memory fast enough. It will be possible on a PropellerII with added external memory, but thats probably a year+ away.

Look into FPGA's, or even a big CPLD. The Altera EPM240 should be big enough to do it, but you'll have to learn digital design, VHDL, etc etc etc..
