bs2 talking to a second bs2 :P

Hello~
Im starting to plan a new robot im gonna make, but with all the motor controllers and what not, it seems my bs2 chip isn't gonna have enough pins, some crazy idea i had; was to have 2 bs2 chips handle the job
would go something like this:
Pin 0 from bs2.1 would go into bs2.2's pin 0
pin 0 would output a frequencey or number into bs2.2, bs2.2 would go say "if the input in pin 0 is this frequencey/number then do the task corrsponding with that number"
My engineering teacher says using shift in and shift out might be able to do it, but im not sure
I would think i would have bs2.1 freqout a freqencey and somehow make bs2.2 input that frequencey..
So, any ideas from you experts? :P
