This 3.7" touch screen:
Sharp LS037V7DW01 LCD for $115 would be good thing for the Prop.

GSM·for $125

Gizmo seems to prefer the PIC, should not be to hard to change their mind.

640x480 = 307200 pixels / 8 = 38400kB for a monochrome graphics driver. At 60Hz you need to transfer 2MB/sec. Now add some color and you see how much memory you will need. And you need high speed access to this RAM. Or dual port RAM which directly sends the data to the display.
I'd rather suggest this one: http://www.embeddedartists.com/products/displays/lcd_qvga_32.php
320x240 plus internal RAM plus available with touch-screen.
Processor:OMAP 3530 Applications Processor with ARM Cortex-A8 CPU, a C64x+ digital signal processor (DSP) core, and the POWERVR SGX for 2D and 3D graphics acceleration
Clock(MHz):600 MHz
Memory:256MB RAM, 256MB Flash, 2 memory cards (second one is experimental)
the PIC you mentioned is only supporting the main processor.
