Help me find a really good remote controll platform for work. Please!

Hi All

I have always gotten great advice on these forums and now I need to fish this knowledge pool again for work.

I work in the Robotics world and have a bunch of testing activities coming up.
I am looking for experienced advice for selecting a Remote Controlled platform for testing activities at work.

Specifically a Remote Controlled platform to which I can mount a mannequine and drive it around.

The Requirements are:

1. Be reliable and sturdy. (It will be used outside, lots of dust but no rain.)
2. Low profile. (<12 is prefered. It doesn't need to handle really rough terrain, just relatively flat terrain with possibly the occasional 3" rock.)
3. Be able to mount a manneguine and possibly other tracking equipment.
4. Be able to carry 30 lbs, 50 would be nice, with no big degradation in performance.
5. Remote Controll is a must.
6. Be able to do waypoint following with 3-5 meter accuracy would be cool, but not a must.
7. Be able to supply 12 V would be cool, not a must.
8. Achieve speeds of at least 2.5 meters per second, 3.5 would be better.
9. Cost <3k = awesome, 3-5k = cool, 5-10k not out of the question.
10. Be completely off the shelf. Easy setup. (Not a complete build it yourself thing.)
11. Probably want electric powered, but must support at least 1 hour continuous run time. Gas is by no means out of the question.

Any and all suggestions would be appreciated.
