On page 24 of the Propeller Manual are examples of setting a register. The comment is 'Set OUTA 7:0 high. I understand the code examples set the 32 bits of register OUTA to $FF, but what does 7:0 refer to? What does the colon mean?

The 7:0 means it sets bits 7, 6, 5, 4, 3, 2, 1, 0 high while 31:8 are set low

Can only 8 bits be set at a time? Is MOV $1F4, #$FFFFFFFF a valid syntax for setting all 32 bits high?

you can set all 32 bits, but you cannot use above #1FF (9 bits) so you have to
mov outa, outval

outval long $FFFF_FFFF ' or %11111111_11111111_11111111_11111111 (the underscores are for readability and are ignored)
