My Own Basic Stamp 2 SX Dip. ( question about last OEM Version)

Hi,
I have all the necessary to start the construction of my own B. Stamp2SX dip format.
I have two schematics, the REV-A schematics and the REV-C
schematics.
My question is if the interpreter chip that Parallax is selling could work with both
REV-A and REV-C.
And the second question is where can I buy the new component called
U3 (4.2V det) ( Is this component usefull ? )

"This brownout detector is recommended for BS2 OEM designs. The detector will pull the reset line low when the voltage reaches 4.2V protecting the interpreter and EEPROM from corruption or loss of control during brownout conditions."
