WAITPEQ question

Manual says WAITPEQ State, Mask.
If 'State' register changes after the instruction runs, is it possible a 2nd or later State values be seen by WAITPEQ? I'm guessing NOT; though initially viewed WAITPEQ as a 'hardware' comparator.
On a different point, how does one 'escape' from a no-match State? By a COGSTOP?
And to resume with a different State, by a COGINIT?
Thank you for any answers.
