The problem with doing an NES controller is mainly memory, in more ways than one, not only are cartridges large, but there was many memory controller boards, I wouldn't say it was impossible, as you could have sram, etc, but it would be slow, as we haven't managed to get full speed processing yet, it should be more possible on the PropII [noparse]:D[/noparse]
Rick, I doubt you could do it in spin, cos there's quite a few PASM instructions to do 1 instruction in spin, although PropII is 8 * faster, plus hardware multiplier, I just don't think it'll be fast enough.
