Max127 I2C 8ch 12 bit ADC

OK, I'm a total NEWB. basically i know enough to be dangerous, yet not quite enough to be productive, yet.
basically I'm starting small, one ADC channel output to a debug window. but im having some issues with the I2C protocol for this chip.
i have dragged together some data on how to communicate with the device, but all i am getting as a return value is %000000000000, further if a add pull up resistors per I2C spec i get %000011111111
my circuit is setup identical to the MAX127 data sheet

please tell me how I'm doing this incorrectly. many thanks in advance!!!
