Low resolution Load Cell

I am constructing an amusement device to measure your grip strength. I have built these before and used 2000 count process meters from Omega along with their load cells. This time I am only going to be driving a led bar graph display with 32 leds. These are basically serial to parralel a shift registers. I have these completed and operational. So, essentially I have 5 bits of resolution. I have to intentionaly oversize the load cell to allow for abuse, so I will only have about 0 to 7mVdc to measure.
My question is can I directly read the voltage after it passing through a an instrumentation amplifier of sufficient gain with RCTIME, or am I better using an ADC. I know the converter would be the way to go if i needed more resolution, but I don't.
