7 Segment LED Question (and a bit more)

I got a 7-seg and a 74HCT595 chip, and I'm in sort of a pickle. I cannot, for the life of me, figure out how to control the 74HCT595 chip. My question(s) are:
a) Does anyone have sample code (in pBasic or SPIN I don't care) to say, flip pins Q1 and Q3 on on the 595?
b) On the chip itself, do I need to put pull-up resistors on the pins that are active-low?
Really, any insight would be very helpful and save me so much aggravation trying to guess.
