Has anyone attempted to build this with a Basic Stamp?

Not sure if a Stamp·(PX) has enough horse power to accomplish this.
SX or Prop chip maybe?

There is a chapter in the book 'Programming and Customizing the Basic Stamp Computer' by Scott Edwards, chapter 8 I think, that talks about this. Its called persistence of vision, kind of how an animated flip book works. Anyway, he does something similar with a BS1. His uses a pendulum with no drive mechanism on it so I'm sure you could get something to work with a motor drive and BS2.
Good luck,
