i need a really quick way to either make an adc or if the propellor can do adc

go over here http://obex.parallax.com/ and look for ADC objects, you will have to use an external ADC if your signal is a voltage.

The Propeller can do ADC. Download the application note on the cog counters (AN001 - www.parallax.com/tabid/442/Default.aspx). It includes a description of the counters, some sample programs, and a schematic showing how to make it work. It takes two resistors and two capacitors attached to a pair of Propeller I/O pins.
