Open license PCB design for Fab vendor qualification?

I have an opportunity to provide a PCB package to a fab house as a vendor qualification. Since qualification fabs are typically discarded after the audit, I figured I would offer them a gerber package of something that can be used afterwards. There are lots of good ideas for more complex hobby circuits which probably stump home builders due to PCB costs. However, these more complex designs are perfect for an evaluation lot.
So, with that said, anybody know of a good PCB design packages available that I can use so that after the qualification, they can be built up into something?
some ideas:
4 key capsense board based on the QT240 reference design (like the E240b evaluation baord)
a multi component breakout board
125khz RFID antenna only pcb
the freeduino
