Prop. Tool stopped working

Hi folks,
The Propeller Tool program (V1.2) on my main PC (XP/SP3) now refuses to open.
It starts, then there is the following message:
"Exception Processing Message c0000013
Parameters 75b6bf7c 4 75b6bf7c 75b6bf7c"
Then the usual message that it experienced a problem and had to close down.
This info was passed to Microsoft.
I have seen that message before, but was able to ignore it before.
I tried reinstalling the tool, but same result.
Any clues?

The particular PC I am using has an external USB Hub (c/w card slots).
After unplugging this unit, the error window no longer appears.
I don't know why Windows picked it up and caused the shutdown - that may well be a SP3 problem as suggested.
Anyway, now I know the cause, I can handle it.

I think it is a conflict between the particular Hub unit and Windows, not a fault of the Tool program.
The error window won't cause a problem, as long as I can click it away as usual.
If the shutdown problem re-occurs, I can simply unplug the USB Hub unit!
It's not worth the trouble of un-installing SP3 to further troubleshoot the problem.
