Checking COM X jamup

I'm setting up a new laptop today, (Windows XP)
I keep getting jam ups on "Checking COM X" about 90% of the time when loading the Propeller.
I've tried re-installing Propeller Tool
Rebooting
Switching on/off legacy USB settings in Bios
Adjusting the settings of the port
Adjusting the COM #
It's Propeller Tool 1.2 and I'm at a lost what to try next.
There are no other serial ports to get in the way.
I'm installing SP3 right now, but I'm starting to run out of ideas.
