Checking COM X jamup

I'm setting up a new laptop today, (Windows XP)

I keep getting jam ups on "Checking COM X" about 90% of the time when loading the Propeller.

I've tried re-installing Propeller Tool
Rebooting
Switching on/off legacy USB settings in Bios
Adjusting the settings of the port
Adjusting the COM #

It's Propeller Tool 1.2 and I'm at a lost what to try next.
There are no other serial ports to get in the way.

I'm installing SP3 right now, but I'm starting to run out of ideas.

    Have you tried adjusting the latency setting in the USB serial driver? (It should be 1, not 16.)

    I'm not sure if SP3 replaced a defective DLL or two, or if the setting change did it.

    I've had a similar problem. Strangely enough if I make a slight edit to the source code and try again it often seems to work. It is as if there is some dependency on the data that is sent - but this is purely conjecture.
