Is heat the limitation to higher speeds?

I know this is another "horse well beaten" but reading about the guys
who pushed a 2.4 intel chip to 5.1, I'm curious if it is heat generation that
causes the limitations we have found with the Propeller?
Rest of the dead horse is here: propeller.wikispaces.com/Oscillator
I doubt I'm extreme enough to liquid nitrogen (or even dry ice for that matter)
but could we get more if conditions were optimal?

Over clocking the propeller, well thats possible just a matter of trial and error I guess.
