light frequency converter project

hey i was wondering if it is possible to tell the differnce between the differnt light sources hitting it, so say you have a blue light and a red light and a white light then could you filter out all the other lights except the blue light and then track that and i know they have the color sensor but i need to know if it can be done on the light to frequency converter and it also needs to track it while the blue light is moving between closer and farther away????? if it cant do that then is there a device that can do something like that and how do they tell the temperature of a object from like 100 ft away or something????????
