Application Failed to Initialize Properly

All of a sudden I get a windows error when I try to run the Javelin Stamp IDE software
It says "Application Failed to Initialize Properly(0xc000007b). Click on OK to terminate the application".· Unistall gives same error.· Is there possibly a thread running that doesn't stop when the computer is rebooted?· I realize this is a Windows XP error but can't seem to get it solved.· I've tried manually deleting Javelin Files and reinstalling and even tried old version.
