is there a pbasic interpreter available to allow development of pbasic code without being plugged into a stamp?

There was one website talking about a "lite" version for free, but it's only for a BS1 and leaves out some of the important statements.
Frankly, a Stamp Activity Kit only costs $100 and includes a HomeWork Board which provides a BS2 as well as an introductory manual with learning exercises and the parts to go with them.
