How to measure brightness of LED?

A lot of LED manufacturers claim 15,000 to 20,000 mcds for a typical 5mm super bright white led.
Is there a easy, low cost way to verify their claims?

Have a look at "Light & Lux Meters" and you can find other units that cost a lot less than this (under $20.)
