im looking for a chip/circuit that can handle a simple TTS from my BS2. i want my bot to talk.

I have it setup via the eb500 bluetooth module now, so i can scroll anyting i type accross the lcd module on the bot. But as i said, i want it to talk.

You could probably "roll your own" TTS system using the same chip and some kind of audio amplifier (like an LM386). You'll have to do your own investigating of how to make it although there seems to be lots of information from WinBond on their chip, how to hook it up, and how to drive it (www.isd.com/products/whitep/ANTTS03001.pdf). You probably will not save much over the cost of the ready-to-go version. If you think you have enough expertise to tackle it and would like to learn by doing, by all means, dive in.

Cheaper alternatives would probably involve even more work. There has been some good work with the Propeller on voice synthesis and you could use a Propeller Protoboard with a couple of components for a DAC and an audio amplifier like the LM386. You could also use a ChipCorder audio recorder chip to store some "canned" phrases that you could play back on demand to seem like speech synthesis. Again, you'd have to "roll your own", but these are a bit easier to use than the TTS chip.
