I want to try to measue if an audio signal has a high or low by using the basic stanm board and if it is high I want the light to come on and If it is a low I want the light to stay off.·

does any one know how to set up the program

    An "audio signal" is alternating voltage, from 20 Hz to 20 KHz, usually at 1.4 volts.

    What are you trying to measure, again?

    It's possible through using a·diode, capacitor, and resistor to create· a signal sensitive to the average sound volume, would this work for you?

    A Stamp cannot measure an audio signal. You'll need some external hardware to do that and the specifics of that depend on what kind of audio signal you have, what sort of frequency range and voltage range you want to react to and what sort of response rate you want (how fast the circuit should react to a change). What kind of light do you want to use (LED, table lamp, spotlight, etc.)? If it's anything more than an LED, you'll need some external circuitry to control it.
