Turns Penguin Robot into a Simple Geiger Counter to Detect Infrared Light

The Penguin Infrared Analyzer (PIA) will detect and analyze
infrared light. It determines if strong infrared light is present.

Now for the first time, you will actually have a way to detect
invisible infrared light that's not generated by Penguin!
It's also designed to detect the infrared pulse from keys pressed
on remote controllers, and the IR transmitters on other robots. It
will provide an immediate status report to the blue LED segment
display on your Penguin Robots.

The PIA can be used to test remotes for IR transmission code,
look for intense IR sources and interference, and detect IR from
other Penguins and robots. This code works well to test the Penguin
Infrared Jammer and have fun experimenting with infrared.
