battery voltage monitor

I would like to make a battery charger and discharger. It will need to monitor the battery voltage to know when to switch functions. I have completed "What is a controller?" What other books/kits do I need to read to get the information to do such a project.

Look at the basic analog and digital text at http://www.parallax.com/Portals/0/Downloads/docs/books/edu/baad.pdf.
It covers the analog to digital converstion, which is what you would need to monitor a battery voltage.
