Multiple DC motor control

I need an efficient, cost-effective way to control·50 DC motors drawing about·7 volts and 2-3 amps each. I've been looking over the Pololu low voltage motor controller, but I'd need to daisy chain 25 of them together, and they'd add an aweful lot of excess bulk and weight. A controller with 50 outputs is probably a bit much, but anything over two would be preferable. Perhaps someone can point me in the right direction?

On/Off ? PWM ? Reverse ?
