Can this keyboard run off 3.3v and is anyone currently running it this way?

PS/2 keyboards typically run off +5V

No, PS/2 devices need 5V.

Here's one more for you guys.
Can the pull up resistors be 4.7k instead of 10k on the ps/2 clock and data lines. If not is there a specific reason why?

yes 4.7k should work fine.
