I am new to the Propeller Chip and have a question about its capabilities:

I would like to know if one cog on the chip can receive serial data at 38400, send the data to another cog, and have that other cog transmit that data at 31250, all simultaneously.

Yes, that can be done. However, since the input baudrate is faster than the output baudrate, the data will have to be buffered, and there's the possibility of buffer overflow without some sort of handshaking or the guarantee the the short-term average input rate is at or below 31250 baud.

How large is the input buffer on the chip?

There are 32K bytes of RAM in the hub which are shared by programs and variables. If your program is small, a good-sized chunk of this can be used for your buffer.
