My ILM-216 doesnt communicate with the stamp

I've used BS2s for a while but this is the first time I tried to use a serial LCD.
The LCD seems to test OK (with Pin 6&7 shorted it displays the model and speed).
When I disconnect 6&7 and use the SEROUT command
(Using ILMHELLO.BS2 program the cut and pasted from the Scott Edwards website),
it doesn't respond display text or turn on or off the backlite, it seems not to be receiving any data.
I've tried it on multiple stamps and changed pins to no avail.
I varied the contrast too
I am using PBASIC 2.5. and BS2 and BS2OEMs.
Anybody have any Idea what I'm doing wrong?

The one thing you neglected to mention is what serial LCD you're using?

Which pin port on the BASIC Stamp has the LCD connected to it?
Have you used these BS-2OEM units successfully before this?

It is indeed a Scott Edwards ILM-216.
I tried it on several ports, Started with 0 then moved to 4,13,14,15 respectively, each time altering the port on SEROUT.
I tried it on a working on a BS2as well as an OEM board neither worked.
I've used OEM units before without a hitch.
