question on power supply to stamp

I notice that most or all of the designs for project boards for the stamp have a reset switch and use a 9 volt battery plugged into the board. What puzzles me is the fact that there is not a power switch to turn off the battery power to the stamp. Is it OK to be making changes to the breadboard while the stamp has power to it? Does everyone unplug the 9 volt before making changes. Maybe I'm missing something but wouldn't an off switch be a good idea.
What about when your program has run and has "End" ed, does the stamp continue to draw energy and waste power while it waits for a reset button press?

I think the BS2 HomeWork Board doesn't have a power switch because they wanted to keep the price down.· The Board of Education (BoE) has a power switch.
