Pic or Stamp using a Max7219

Greetings
I've been struggling with a design I'l like to put together, I'm still looking for suggestions as to what appraoch to take.
Using a MAX 7219, and the http://pdfserv.maxim-ic.com/en/an/AN1196.pdf· Figure2. circuit to drive a large 5 led per segment, 7 segment LED digits.
1. I dont understand the Vcascode,· what value would this be based on 5DVC for the MAX7219, and 12VDC for the digit power?
2. Should I be using a PIC to create a countdown timer, or a STAMP?
Has this been completed before?
Anyone with suggestions which way I should take this?
