Basic Stamp Editor 2.3.9 Errors when opening editor

Has anyone else ran into this error message when starting the Basic Stamp Editor 2.3.9?

I get a Exception Processing Message c0000013 Parameters 75b6bf9c 75b6bf9c in a Windows - No Disk message dialog box?

This never happened until I removed the original software and redownloaded the current version from the website.

I am running Windows XP with Norton Internet Securities as my firewall & virus checker.
