Alex,
Though I don't know what your exact problem is, since i never saw the
first post, this may help:
I had a very similar problem when trying the exact same circuit in
the BOE manual. Make sure that the 555 Timer is outputting 38,000 Hz
to the LEDs, (you test it on pg 50). When I followed the schematic
on pg 49, and i tried this several times, i only got 3800 Hz, exactly
10 times lower. If you have the same problem, it can be fixed by
changing the two 1K resistors in the circuit. Change the 1K between
the Vdd and the Discharge pin to a 220, and remove the one to the pot
and just connect it directly.
