Does anyone know where I can purchase a transformer with the following specs?

If you try to regulate to 12V @10A yourself you may find it is not as easy as it looks plus the 50Hz transformer would have to be rated at over 120VA so it would end up a little bulky and heavy.

It is to power a mini ATX power supply that is designed to run off of a car battery, but I need to run it from mains (I got the mini ATX because of its size).

You mean a small motherboard?
If so, perhaps just get an old PC that nobody wants anymore
and use it's pwr supply to power your ATX board?
If you must have 12v DC at 10 amps then use the same old PC supply.
You will have to rework it but it is not too difficult I have heard and you can
find the information on the web. Most will take 240vac in 50hz
so it should be perfect. If you do this please take pictures and post them
here as I would like to see how well it works for you

@Holly, I have done exactly this thing (can only supply a photo of the completed object - not the build. If you're interested). Though I used a small-mini power supply, so my +12V is only rated @ 1.5A. But a quick look at my bigger (real) power supply's shows a few that could do 12V @ 10A.
I also note that sparkfun sell a breakout board www.sparkfun.com/commerce/product_info.php?products_id=9558 to help make this sort of thing easier...
