Capacitor Ballast

Hey,
My calculations seem to suggest that the 18w coil ballast for a 240v short fluorescent lamp
can be directly replaced by a 1.2uF 600v film capacitor.
This would reduce heating inherent in coils.
Either should permit about 75mA through.
Anything wrong with my calculations?
