'Programming Failed'

I'm certain that this has been addressed before but in programming my SX28 i am getting a 'Programming Failed' message.· What does this mean.· is there any further explaination to help me pinpoint·the problem?

    I once got this error when I tried to program an SX28 with code for an SX48, i.e. code with a DEVICE SX48 directive. In this case, the IDE tries to write program data into memory areas that are not available on an SX28.

    Other than that, a damaged SX28 may also cause that error - did you try another chip?

    MCLR not pulled up with a 10K.
    Not a full 5 volts at the programmer.
