Propeller problem?

I'm trying to solder a propeller chip, but it doen't work very well, my voltage regulators get very hot and when I measured the current it was far more than 100mA. I measured on my other prop (demo board) an there I got the value to about 10-20 mA. I also measured the resistance between the VSS and VDD-pin. I got it to 20 ohms, I don't think that's correct. The resistance between VSS or VDD and any I/O-pin was about 50 ohms. I've disconnected all pins besides VSS,VDD and BOEn, so it's nothing external causing the problem. Please help me with this issue, or at least tell me if this is normal!

    There is something wrong. Does the Prop chip get hot? I use an LM317 giving 3.3V on my home-made PCB and nothing even gets warm.

    NO, id didn't got hot, but lately I discovered that I reversed VDD and VSS. It seems that the propeller has got a reverse-voltage protection. I didn't thougth of the polarity, I thought it was something wrong because there were no resistance.
