Interface LED matrix kit

My problem is as under.
I want to Interface LED matrix kit(SLS product) on expansion headers of UP3(ESDK) kit.The kit should be connected with the PC via RS232 on seiral port.
The input to the board should be given via Hyper terminal from PC.So whatever characters Input from the keyboard should be displayed on the LED matrix.
1)Please tell me exact procedure to do the task.
2)I m not gettin function of the level translator IC(U21) which is max 3243c so please tell me exact function and output data format of the same.
3)ESDK supports UART or not?If yes then wat should be the procedure?Can u plese send some literature on ESDK UART?
4)Can u please give me some sample verilog code of LED matrix-ESDK interface?or give some logic,look up table for the same.Please do this urjently and kindly because date of submission of my final year BE project is 5th April.
For ur reference I'm attaching the schematic diagram of the LED matrix.

I think for the level questions you ask, you should probably post your questions to SLS as many people here are only versed on Parallax products.
