  The voltage regulator circuit is a bit weak; why not lift our LM2940 circuit from a BOE?· And you need to pull MCLR\ to Vdd through a 10K resistor.
  
  Even with those fixes the circuit will do nothing without code.· If you have a PDB, you can breadboard and test that circuit and code to your heart's content.

  If you are sincerely interested, why don't you try it, then if it does you will know, and if it does not, then you will know that too. If it does not work, and as Jon said you will need associated software, you should then ask the questions as to why it might not work.
  
  Do some of the investigating yourself instead of just asking casual questions for others to investigate things for you.
