  I was looking for that part just a few days ago. But, I only had 4427A and
  that it is a MOSFET driver, no manufacturer, nothing. So what you gona do.
  
  www.findchips.com is your friend. If you use your p/n (TSC4427) you will
  find only one supplier and if you go to their web site, you will find that they
  are a "Specialist in hard to find, discontinued, obsolete parts", not a good sign.
  When trying to find a specific part it is sometimes better to be less specific first.
  So in this case use only the number (4427) part of the p/n, some manufacturers
  use different prefixes and suffixes, which will limit the number of parts you will find.
  
  So, lots and lots of parts, most of which have nothing to do with what you want.
  Look carefully thru the list and find TC4427 from Microchip and MIC4427 from Micrel.
  They look like the right thing. So go back and do a find on TC4427. Good going!
  Just what you need. Who's got'm, how many, price, data sheets, form factors
  (SOIC, PDIP, CDIP). What more could you need. Well Microchip is a major source
  of them, maybe you can get samples from them (www.microchip.com), it will cost
  them more to send them to you than the actual cost of the parts, so ask for samples
  of some other stuff too, like PIC micros, power management parts or whatever.
