Installers for P2 development tools fail, cannot install Spin2 and others

Been away for quite a while and finally trying to get back into Parallax projects, acquired a P2 EVAL board. However, try as I might, I cannot install any P2 development software such as Spin2/ASM or Proptool, and others. The downloads finish and I extract the files to either default locations or new, empty folders. I open the folder and locate the executable to launch the software and all I get is a message window;
"Windows cannot access the specified device, path, or file, You may not have the appropriate permissions to access them."
This also occurs if I try Ross Higgans Catalina system. Simpleide works fine, no problem there.
My system is a new Gaming Desktop with AMD hardware and 32GB of system ram.
I am completely stumped, hoping that someone here might shed some light on this issue.
Edit:
I have tried the Windows Security not blocking Low Reputation Apps, still get the same error. Many other Windows apps have installed without issue.

    Hi Hal

    I had this problem once. No idea what caused it, but opening an administrator window and running sfc /scannow fixed it for me.

    One "trick" that may work, if you are unpacking the files from Windows Explorer, try to unpack from the command line with unzip this may prevent the untrusted flag.

    That is a strange one…. Maybe try “run as administrator” on installer?

    It could also be what @macca is saying…

    Sometimes Windows will install into a kind of fake folder if not trusted…

    Some interesting Ai advice:

    Bypass "Untrusted" App Warnings

    If you are simply trying to install a legitimate application from outside the Microsoft Store and are getting blocked by Windows security prompts:
    Open Settings > Apps > Advanced app settings (or Apps & features).
    Look for the option "Choose where to get apps".
    Change the dropdown from "Microsoft Store only" to "Anywhere" or "Anywhere, but warn me".
