I want to use the propeller in a custom robot and I'm wondering what kind of buffering is needed for the propeller chip

Not sure what you mean by "buffering".

Depends what you're connecting to. If the device is compatible with 3.3v logic, nothing needed. If you have a 5v signal coming in, you can protect the Propeller IO pin with a 4.7K resistor.
