One option is Alpha FIT 221 Clear heat shrink tubing. It comes in 1/4", 1/2", 3/4", and 1". It may not be as flexible as the LED strips once shrunk, but overall, it would be very similar as a finished LED strip.
The LED art wall project at the Aria in Las Vegas is made of LED strip PCBs that were potted with a clear silicone material that is essentially the same as the flexible material seen on many LED strips I have used (including the ones that Parallax sells) You could replicate this, but the material is not cheap in low volumes and requires fixturing for items not in an enclosure that provides "dams" for the material flow. I can probably dig up spec on the material used.
