I don't have issues with the Propeller Tool running in Win8 on my Ultrabook!
The only problem I had recently was that starting up the Propeller Tool needed a lot of time. But this was worse on my Netbook running Win 7, but also happens on the Ultra. Is it somehow related to internet access? Did not investigate on it so far ... well ... it just takes a bit longer - no harm!
I'd be surprised if there was any difference between Win7 and Win8 for the Prop Tool...
A lot of new computers have USB3 though and I remember there being some kind of problem with that...
What type of Netbook and Windows 7 version? I have an ASUS Eee Netbook that loads the Prp Tool very quicklt. I am just running 7 starter edition on it. Have you tried defragging and virus/malware/spyware scan lately?

Note: I did grab one of the hack shell things to make it look and work just like Win XP/7.
