Does anyone know where I could actually purchase this

Further down on the page you linked, they have evaluation modules- the tms320dm36x evaluation module is ONLY $1365.

OK, I guess that is out of the question!!!! Is there anything like that on the market that is not so costly?

I'd look at the Gumstix Overo COMs. Will they do what you need? Another option is a complete computer, such as an MK802.

Someone is reading PDFs and thinking that they can buy one of everything.
These guys want volume, have huge overhead and development costs, and so on.

The closet you can get to a reasonably priced alternative is the Beagle board.
Otherwise please contact your nearest for TI field rep if your are really, really serious about purchasing these SOC's,

Actually I just looked at a BeagleBone and it will do exactly what I need it to with a few extras!!!! Anyone ever mess with one and if so, is it an easy to use device?

I've got one, but haven't done much with it. They are quite easy to use, and the support group is very helpful.

The Gumstix Overo I mentioned has the same CPU as the BeagleBoard, but it's a module that's easy to plug into custom devices.

The BeagleBone uses a different ARM chip than the BeagleBoard.

Ah. BeagleBone is an AM335x while the newer Overos are AM3703s. Differences are viewable
here
